Marina Expansion Plans: Can Hong Kong Become a Yachting Hub?

The future of Hong Kong’s yachting industry is under discussion as government officials and industry leaders work together to improve marina infrastructure and streamline regulations. A recent meeting between the Chief Executive’s Policy Unit (CEPU), the Development Bureau, and the Marine Department focused on potential marina locations, policy changes, and economic opportunities.


One of the key topics discussed was the expansion of existing marinas and the development of new locations. Hung Hom emerged as a strong candidate due to its accessibility and potential to attract public engagement. Industry representatives suggested creating a master plan to develop the area, adding attractions and facilities that could accommodate superyachts and international events.

The discussion also covered regulatory barriers that discourage superyachts from visiting Hong Kong. Some of the biggest challenges include:

  • A shortage of large berths

  • Complicated permit requirements for navigation and berthing

  • Restrictions on tender usage


Industry representatives urged the government to simplify clearance procedures and adopt international marina regulations, similar to those in Australia. These reforms would encourage more yachts to visit Hong Kong, boosting the local economy.


Hong Kong is currently missing out on significant revenue due to its limited marina infrastructure. With more than 400 superyachts in the Asia-Pacific region, the city has the potential to attract high-value tourism. A visiting superyacht can generate considerable spending on maintenance, refuelling, and hospitality services.


However, there is a shortage of skilled workers in the yachting sector. Industry leaders emphasized the need for government-backed workforce training programs and relaxed immigration policies for maritime professionals to support the industry’s growth.


A survey conducted by the Hong Kong Boating Industry Association (HKBIA) highlighted industry concerns and preferences for marina development. Respondents strongly supported:

  • Easier clearance for non-Hong Kong-registered boats

  • Simplified procedures for visiting yachts to cruise in local waters

  • Better transport and accessibility for marina locations, especially Lamma Island


Industry representatives also proposed adding supercharging stations for hybrid yachts, shipyard services, and on-site customs and immigration facilities. They stressed the need to align marina developments with urban planning initiatives to position Hong Kong as a leading yachting destination.


The government’s willingness to engage with industry stakeholders signals a growing recognition of the economic and tourism potential of Hong Kong’s maritime sector. Moving forward, policy reforms and infrastructure investments will determine the city’s role in the regional yachting market. If implemented successfully, these initiatives could make Hong Kong a premier superyacht hub in Asia.
